Maybe they think that if they have so many going at once, we (the protestors) won't be able to handle it. Maybe they're hoping to get lucky and there will be so many bills circulating around that we'll miss one, or that we'll just give up.

You could be right. But if they think being persistent will wear us out, they've underestimated us. Big time!
