No, they have been going after Megaupload for ages. Neither SOPA or PIPA had anything to do with it-- I'm having trouble finding exactly what they used again, and I can't remember the name of whatever it was that helped take it down, but it had been enacted decades ago. Megauploader's founders got in a lot of trouble, and there's documentation of them saying things along the lines of "lol, we make our money off of theft XD". On top of that, I believe they were paying certain uploaders who were uploading illegal content for something-- I guess download traffic to their website.
I still think that removing a company for user created content is a horrible, horrible way to deal with piracy, however.
